Do you have to become a US citizen before you can be eligible to receive government aid for college?

If you are a U.S. permanent resident, you are also eligible to receive government student aid.

I've heard something earlier, but can't confirm if it's correct. I've known a girl whose brother is from central america, he came here specifically for college and he's not a citizen or anything and apparently the government will pay him to go to college here.

You don't have to be an US Citizen to receive government aid to school. As long as you have a permanent resident card and a driver license then you are eligible.
